Dr. Saurabh Chandra, Senior Assistant Professor – Public Administration at the Department of Public Administration in the Assam Don Bosco University, Guwahati, Assam, India and Managing Director (MD) of the IPARN Foundation, holds a Doctorate (PhD) and UGC – NET in Public Administration. He also holds a Certificate e-Government Uptake: The demand side of the equation in Electronic and Mobile Government, from the United Nations Public Administration Network (UNPAN). As a Senior Assistant Professor – Public Administration at ADBU and Managing Director (MD) of the IPARN Foundation, Which is an Integrated Policy and Administrative Research Networking Foundation, he is constantly working for the promotion of Public Policy and Public Administration on the global level.
