Sergey was born in Moscow in 1970. In 1992 graduated with honours from the Moscow State Lomonosov University with a degree in law. In 1996 he was awarded a PhD degree (Law). In 2010 received training as part of Sistema's corporate training programme "Principles of effective investment project management" conducted by the American Institute of Business and Economics.
