W. Emerson Teer is a Director at Clark Construction Group, LLC. Prior to Clark, Emerson began his career in local government and developed one of the first web-based EPCRA/SARA Title III Tier II chemical reporting systems, enabling real-time data distribution for emergency responders. Joining Clark in 2007, Emerson created a centralized contracting group which now processes over $4 billion of direct contracts across the company. Emerson developed a contract generation system utilizing a SQL web-based platform for ordering and viewing contracts and collecting actionable information. Additionally, he developed an enterprise-based application which analyzes risk with subcontractors. He currently leads Clark’s Client Experience 360 (CE360) initiative, which focuses on key components of the client lifecycle for Clark’s Vice-Chairman. Emerson also leads Clark’s Spend Transformation initiative, addressing Clark’s $800 million of indirect spend with its vendors for Clark’s Chief Financial
